A youngish lawyer has a new client (his first), and the client can't figure out why he turned from a nice, if wimpy, guy into a killer in no time flat. It happened right after he got that new hairpiece. While investigating the killing, a news flash comes on about another killing involving a bald man and the lawyer says to himself that the killer will have "Hell to Pay", which of course becomes "Hell Toupee", and it all goes downhill from there.

The hair apparently came from a woman who could not afford to pay her legal bills, so she sold her locks to pay the fees of someone who advertised reasonable rates. Now the toupee is out to seek justice for her, and anyone who wears it kills lawyers who advertise in the same way. The young lawyer figures this out and chases the wig through an infomercial and finally into a plexiglas container, but then a balding watchman figures it won't hurt if he tries it on...
