According to Jim Recap: Devlin in Disguise

The absurdly-nice Devlins have returned, and Tim and Cindy have an announcement to make: They are getting a divorce.As usual, they are completely and utterly inappropriate in their timing - as Gracie is celebrating her eleventh birthday.

Also as usual, everyone tries to be honest and tell them that they aren't welcome, especially because there is already a party underway, but the Devlins don't want to hear anything about it. So they just laugh it off and make their announcement. Unfortunately for everyone else in the world, that means that everyone else is up for grabs - the Devlins are going to be on the prowl again. In an effort to make sure he is chosen, The Hunt for Red Octimber makes his typical move and pulls off his track pants to show his Speedo, which means Cindy is chosen as the winner.

Unfortunately for everyone else, that means that Cindy sticks around all the time. After Andy explains that he's not gay, Cindy makes her move.

That gets Cindy out of the house, but it means that Andy starts wearing matching track suits with Cindy all the time. And a Speedo with messages underneath. It's ugly. Really ugly, and Jim needs to do something. He immediately decides that he needs to break them up and get rid of Cindy once and for all. After some convincing, Cheryl and Dana join in to help.

It takes a sit-in in the hot tub, including the consideration of dropping the CD player in the hot tub, but before long, they get Tim to come back and realize that he's really missing Cindy. Well, at first he says that he's going to Maui with his new girlfriend, but after Andy speaks up and mentions that he and Cindy are happy, of course Andy's hopes are dashed, and Cindy and Tim get back together, as happy - perhaps even happier - than ever.
